Join an online voice acting community (newgrounds blogs will get you close to nowhere)

Look for people who want VAs instead of waiting for them to come to you

Make a demo

Practice

Get a GOOD mic (you could have the greatest voice in the world, but you will get little to no work if you have a crap quallity mic

Plan your schedule (so that you know ahead of time if you need to negotiate deadlines with producers)

Learn a bit of mixing (producers will come back to you if they think you can help them with other parts of the production besides just voicing [like a stage actor who can also help with the set] and it'll make you more useful)
